Can I apply for L1 Visa from USA after 1 year cooling period?

I moved out of USA on Nov 30, 2021(4 months before my L1B expiry date). But my L1B expired on March 16, 2022.
If I want to apply fresh L1B, when will my 1 Year cool off period completed?

Is it from the day(Nov 30, 2021) I am outside USA or the last date(March 16, 2022) of visa.
