Quick and less expensive way to convert H4 to F1 visa

Hi. I just entered united states on H4 visa with validity until May’23. I wanted to pursue masters by applying COS to H4 so that I can work later.

But I heard we need to be on F1 for at-least 9 months before i ask for CPT or OPT options. Having said that, may I know the cheapest and fastest way to get my F1 Visa processed? Going back to India at this point of time is not an option for me as its way expensive and my husband just lost his job. Im looking for any other options where its less expensive and fast. Im waiting for couple of university admits still before deciding one as per my husbands work status and location. Can you please give me the best options here

Quick and not expensive are mutually exclusive.

It takes a very long time to do a change of status in the US. It is way faster to get an F1 visa abroad, but that costs more money.

These are the only choices you have.
