Hi team, 

My wife used to work on H1B and also has her I-140 approved. We moved back to India in 2020 has she got a 221G admin processing (result still pending), but now we are planning to travel back to the USA in early 2023 on my H1B and she will be on a dependent visa, she has resigned.

My question is, I am applying H4 visa for her, what should my response should be for below questions? please advise

The I-140 is an immigrant petition, so the answer is  "yes". The H4 allows immigration intent, so there is no problem.
