Is Finger printing mandatory once kids turn 14 yr old esp. when Naturalization is due in few months?

I missed filing I-90 finger printing application for my kid when turned 14 in June. I'm eligible to file Naturalization now since I got my GC in Oct 2017. Should I still file for my kids bio-metrics application and pay that additional filing fees? Is it mandatory? Does it impact international travel or anything else?

Also, can we travel when Naturalization application is under process?
