I-140 was revoked after being in approved state for 2 years , can employer reclaim again ?

My priority date is Sept 2010 and it has been current since  June 2021. The I-140 was active from Aug 2011 till Dec 2013. Now it is in revoked status.

Can my past employer file I-140 petition again ? Does he need to file LC again ?

- If they file I-140 then will the old priority date be honored to use it for future applications ? Can the old priority date still get ported till today ?
