Renew B-2 in USA for Russian citizen

I am a Green Card holder married to a US citizen.  My mother is a Russian citizen with B-2 tourist visa that expires in mid-September and she will visit the US from mid-July to late-August.  It is impossible for her to renew the B-2 in Russia or another country. 

Is it possible to renew her B-2 while in the US?

(sorry, wrong forum - moving question to Travel)
