Michigan DL renewal SAVE delays

Hi, I went to DMV office in Michigan to renew my Driver's license in March first week with my approved 797, passport and address proofs. DMV office submitted a SAVE case and asked me to return once SAVE is approved. My SAVE is under review since 7 weeks, I didnt get temp license either and my DL is expired 4 weeks ago. I am calling DMV office 2 times a week and visited in person couple of times but no luck they are saying that they cannot issue even temp license when SAVE is pending. I cannot drive and am out of options here. Anyone had similar experiences? Any resolution?

I came to know that other states are renewing dl without H1b approval documents, not sure the reason for different rules in different states.
