I-140 Approved. H1B extension denied twice

Hi,

I have an approved I-140 with a priority date of Mar-2017. However, my H1B out of cap (OOC) extension was denied twice back in 2019 with the denial reason "The role you have applied for doesn't qualify for specialty occupation". If I apply for H1B OOC extension again with the same role but a different client, what are the chances for approval?

If it's denied again, Will it have any impact in the future to apply for H1B OOC extension or getting a GC? What best option would you recommend to proceed with H1B OOC extension?
