[Currently Employed with OPT] H4 to F1 Visa Stamping (After Change of Status)

Hey Everyone,

My wife is currently has an expired H4 visa stamped in her passport. She has a change of status F1 Visa approval and also a H4 Approval for until 2023. We are planning to go to India and get her f1 visa stamped.

Given the following - 
1. She is currently employed with her F1 OPT
2. She has been already rejected an F1 once before
3. She has finished her masters education
