Insurance while waiting for AoS

Hi 

I've applied for AoS for my parents (I-485, family-based AoS). Their travel insurance runs out in a couple of weeks and I have no intention of renewing it as it pays for almost nothing. Since they are legally staying in the US, can I purchase insurance for them through ACA (healthcare.gov)?  The language on eligibility is confusing : https://www.healthcare.gov/immigrants/lawfully-present-immigrants/

Has anyone been on the same boat? if so what did you do for insurance. Any help is appreciated.
