Congressional Inquiry possibilities for 485 Pending Case

My Priority Date is September 2012 in EB3.

I have filled my 485 petition in EB3 recently and my biometrics are done. And I am waiting to adjudicate my case by USCIS.

Unfortunately, EB3 Final action dates are retrogressed in Nov Visa bulletin.  So my Priority Date would be valid only till this October 31st.

I come to know about the possibility of Congressional Inquiry and I have below questions on this:

1) Are we required to wait for any number of months/years after my 485 receipt date, before raising a request with Congress men?

2) Who is best to reach for Congressional Inquiry? Senators (or) House of Representatives?

3) Will this type of Congressional Inquiry really helps me in expediting my GC approval(or) creates any issues ?

Please let me know asap since I have left with only 5 days before my PD will be retrogressed..
