H4 Visa NIE approved, can we travel to US with Covaxin

I have H4 visa and NIE approved, I am fully vaccinated with covaxin. As per the new rules from 8th Nov, US allows all fully vaccinated persons with approved vaccines. However covaxin is still not in the approved list.  My question is that whether H4 with NIE is exempted from this travel restrictions as I have already booked tickets for Nov 14.
