E3-D When can they work

Here is my friend's case:

E3-D : Got Approval in June 2021 valid until Aug 2022. They didn't file EAD renewal at the same and recently filed and got the receipt number couple of weeks ago. 

Question: Can they start working on EAD receipt notice or wait until the EAD Renewal Application is approved

"E-3D spouses may apply for employment authorization by filing Form I-765 with USCIS after arriving in the U.S. in E-3D status. A spouse may begin working once the I-765 is approved and an Employment Authorization Document (EAD) is issued."
