Place of Birth not consistent between birth certificate and passport

Dear Members : Based on your experience and knowledge, can you suggest and give me your opinion on slight inconsistency that I have in Place of Birth between passport and birth certificate.

Passport has my district name and birth certificate has village name, district name.

Passport Place of Birth : Anantapur 

Birthday Certificate : Devudipalle village,Devudi Mandalam, Anantapur Dist

Would this cause an issue ?

How can I go about this to avoid RFE ? Is it safe to proceed forward?
