I140 approved, can i use AC21

Background: My I140 is approved. My priority date is April 2008 in EB3 and now it is current. I lost my job. 

Question: can i use Twenty First Century Act (AC21) and directly file i 485 with another employer (without going through green card first two stages. labor and i140) in similar job for which i140 was approved OR can i do consulate processing in India using approved I140 and AC21. Please help. Please respond.
