For the PERM case, PWD approved wage is higher than employer expected

Kindly help answer the below questions relating to PERM case processing:

(1) For the PERM case, PWD approved wage is much higher than the employer expected (due to which employer is not confident of progressing the case) 

-> How could this ever happen?

(2) Can the employer file a new PWD request with a lesser wage level, within this existing approved PWD validity period?

(3) How long is generally the validity period of an approved PWD?

(4) Got to know from the legal team that they are working for the recruitment phase, while the employer is still discussing on this increase in wage level in approved PWD, and looking for any options - What options does the employer really have in this case?

(5) If employer is fine with the existing approved PWD, will it cause further issues during PERM filing.
