Is it ok to register for H-1B -2021/22 cap from Two completely different employers? From Consulting firms with valid jobs offer?

As per general rule "Multiple registrations were submitted by or on behalf of the same registrant for the same beneficiary. If denied as a duplicate registration, all registrations submitted by or on behalf of the same registrant for this beneficiary for the fiscal year are invalid" But I am asking where registrant(Employer or Their representative) are totally different.

However as per https://www.federalregister.gov/documents/2019/01/31/2019-00302/registration-requirement-for-petitioners-seeking-to-file-h-1b-petitions-on-behalf-of-cap-subject USCIS does not anticipate duplicate registrations from both the petitioner and the beneficiary. If we read this, beneficiary should also avoid duplicate.

So, how USCIS really determine . is it based on same registrant filing multiple for same employee or even if they find same Employee- Name/DOB/Passport Number matching registration from different employer , they may consider duplicate & reject? Because looking at just registration, USCIS may not know if Employers are completely unrelated entities, although I know they or their end clients are not related in anyway. Please advise if its still a risk of duplicate.
