H1B Visa Stamping under NIE

I was laid off on April 27th, 2020 (H1B status with I-797A) but was present in the US on June 24th, 2020. I had applied for COS to B2 with an effective date of June25th, 2020. I left the US on June 29th, 2020. Does this make me eligible to apply for a H1B visa under National Interest Exceptions (NIE) as I have an approved petition from another employer? 

Note: I was working on H1B status with I-797A notice.

Thanks for the reply. I understand that I need to check the NIE guidelines and I have done that. I am curious to know if being present in the US during the H1B 60 days grace period can be considered a valid physical presence (on June 24th, 2020)? Just trying to gather as many point that I can to make my case stronger.
