Hi,

This is my situation

 

Was sent to India from US on 06/02/2019 on an ISE assignment of 14 months.

Last H1b stamp expired on 10/30/2019 ( Already have an approved I-140 with the same employer).

The same company filed for new H1b petition using I-140 (cap exempt) in October 2020 which got approved.

1. Can I use dropbox to get my visa stamped? I did check the dropbox questionnaire and it did mention I am eligible.

2. Am I exempt from the presidential proclamation 10052 ?
