H1B Amendment and Extension coming up, while I also need H1B stamped.

Right now on my 3rd year of H1b. 

My H1B is expiring in Mar 2021.

Meanwhile, my employer is willing to relocate me to new location, that will involve amendment and will also be filling for extension on my H1B.

I haven't travelled outside USA since March 2020. However, my work is going to involve traveling to Canada frequently, so I will required my H1B stamped to re-enter USA. 

If my amendment and extension is approved, considering COVID limitations, will I be eligible to apply for H1b stamping done in either India, Canada, Mexico etc. by March 2021.

Yes, you would be eligible for a stamping appointment in either India, Canada or Mexico.
