Are RSUs considered for H1B prevailing wage compliance?

Hi,

Any idea if guaranteed RSU (restricted stock units) is considered for H1B (and perm) filing to meet the prevailing wage for a given level?  Most of the companies (especially in tech) pay a major portion of total compensation using RSUs and the base salary is usually kept at a pretty low level.
