H1B Petition Approved but not stamped

Hi Team,

Kindly go through my Case and do help me in answering my below queries.

My H1b Case description : 

My present employer had applied for H1b in 2016, which was approved, but not stamped and got expired in MARCH 2019. My current employer is not ready to share any of the documents like petition and approval notice received by immigration. 

Queries:

1.       Is it possible to transfer my H1b petition which was expired in March,2019 to another employer (New Sponsor) ?  

2.       I do not have copy of neither petition nor petition approval notice sent by immigration to my current employer.  I just have petition number and start date and expired date of my petition filed by current employee. Is it required for me to have soft copy to file a transfer petition with new sponsor?

Not enough information. Did you work for the employer on the H1? What is your current status? Are you in the US or abroad?
