EB2 to EB3 Downgrade Process, Risks

Hi,

My EB2 - India priority date is June 2014, which is now current under the EB3.

Could you please suggest 

1. Is it better to downgrade from EB2 to EB3? do we need to file new PERM or can use the same EB2 PERM? any risks ?

2. Process of downgrade if we can use same EB2 PERM

3. Once downgrade applied, if EB2 date moved and my PD became current, do I need to upgrade back to EB2 from EB3 or can use the EB2 PERM on file ? or need to file PERM again?
