Filing for H4 and H4 EAD Extension - URGENT

Hello, I have a question pertaining to H4 extension and H4EAD extension.

 

I recently got my H1 extension approved (PP; Approval Notice yet to receive). MY spouse is in India at the moment. The current h4 is valid till Sept 15th 2020. Is it recommended to travel before expiry and file for H4 and EAD extension together? OR wait for the visa stamping in India and then travel, come here and then apply for EAD extension?

Also, is online filing of H4 extension allowed in case my spouse travels before visa expiry?

I would appreciate any feedback and inputs on this at the earliest.
