H1B Lottery selected but employer not filing petition

My name is selected in second round of H1B lottery conducted by USCIS in August-2020. But now my employer is not filing the petition.

Another employer is ready to offer me a job, question is can the new employer file a petition for me on the lottery selected ?

No. If your employer doesn't want to file the H1 is gone.

Find a better employer next year.

I don't think another employer can file a petition for you on the selected lottery.  You will have to get selected in lottery again with the second employer. ......      Just curious why your 1st employer is not filing the petition.
