Counsular processing

Hello Team , I'm new to this group and seeking for some help. My Wife's h1b VIsa was filed while she was in India ,and it was applied as a consular processing. Now that it got approved ,the employer says that they are unable to provide docs for stamping for an in house project for their own benefit and they haven't shared  the receipt notice as well yet .They are also claiming that they would withdraw her h1b as they cannot hold it for long as the Indian embassy is not open yet.

 I'm really worried and depressed and wanted to know what are her chances for her to work in USA.

1) Transfer Visa ?

2) File COS and amendment after coming to USA on H4?

Hi team,  can someone pls repsond..its kind of urgent ..my employer says they will withdraw in like 10 days..what options do I have now?
