Besides I-907 and the payment check, is there anything else needed (cover letter or something like that)? They need to do everything. You cannot upgrade on your own to premium processing. Work with your employer on this. Quote

Your employer will also be able to upgrade it.  Company's HR department has to send to USCIS (same address as mentioned in the receipt notice: 1) Cover letter 2) H1b Receipt Notice 3) Form I-907 4) Check for $1440 5) Current paystub.
