H1B visa extension from India using I-140

I was in USA from 2014 to Jan 2020 on H1B Visa. I returned to India with 2 weeks remaining on H1B 6 years max out (considering travel time as well during H1B stay). My perm process was in progress at the time travelling back to India.

Now my I-140 is approved. Can I apply for H1B visa extension using I-140 while I am present in India?

I understand visa stamping it not possible for me as I was out of USA in June and consulate services would open from Jan 2021 most likely. even though travel might not be possible, I am looking to see if visa extension can be filed at this point and later I can get the stamping done (whenever its permitted). 

My employer wants to go ahead with visa extension but I have not received confirmed answer from our immigration team yet.
