H1b Transfer based on Fedex Receipt for CAP exempt I 140 holder

I have been laid off from company A in September and company B has filed for H1b transfer on 59th day post lay-off in regular processing. Have Fedex receipt number only ( still waiting for USCIS number). Therefore I am in status as per the 60 day rule for H1b transfer. I have not yet joined company B’s client site due to other ongoing paperwork for onboarding.

My current I 94 on stamped H1b visa from company A is valid till August  2020. I have approved I 140 with company A in 2016 which will not be revoked.

Now I have offer from Company C which is willing to do premium processing. However they are not aware of my situation.

Can I go ahead with company C based off of the FEDEX receipt number and my last paystub from September?
