H1B Visa Stamp before end of current I-797; H1B stamped previously but not against previous I-797

Here is a little Background: 

Last stamped H1b visa in passport expired in Sep 2019.
I-797 approved for only 6 months till Mar 2020 few months back.
Another H1b extension filed a few days back and I-797 approved from Apr 2020 to Mar 2023.
 
1. Is there any rule how early before start of latest extended I-797 date (Apr 2020), new visa stamping can be done ?  
 
2. Do I need to provide both I-797s? If so, how to do this?
 
3. Or do I just provide the latest I-797 (Apr 2020 to Mar 2023) even if H1b visa was never stamped against the previous I-797 (Sep 2019 - Mar 2020)?
 
4. If I go for stamping in Nov 2019 and provide new I-797 number in DS160, can I get H1b visa stamping from Nov 2019 (visa issue date) to Mar 2023 (end date on I-797)?
 
5. Can i return to US in Dec 2019 if visa is approved?
 
6. Will I be eligible for I-94 date of March 2023 upon re-entry in December 2019?

1) you can go 3 months prior (there is no set  rule on how early you can go)

2) take both of them, but only put the details about the extended one in all the forms.

3) only use the latest on till 2023.

4) you will get the issue date the date you go and the end date 2023.

5) yes you can, they will only give you the i94 for 3 years. december 2022. but visa you will get till 2023 march
