H1B job finished .. do I have to go outside US if H4 EAD has future date

My H1B job full time finished on 9/9 .. I have H4EAD approved on 9/18 and my H4 start date is 11/30.. 

my questions are

1. When can I start work with new employer on H4 EAD?

2. Do I have to go outside US as currently I am on H1B ?

Why are your H-4 and H-4 EAD dates different?

You need to go out of country and come back on H-4 and can then use H-4 EAD.
