OPT Extension was denied reason unknown

Hi there,

my opt extension was denied and my EAD had expired on July 08. Here is the complete story.

1. Submitted docs for opt extension on Jan 21st, uscis status - case was received.

 

2. Case status changed to Rejected on July 09, missing reason for applying. My ead was already expired then.

 

3. Resubmitted all the docs to uscis again by 15th July- case status received. July 21st received a new receipt with case number(different than earlier one)

 

4. Case status changed to denied on Sept 26th. I was supposed to receive the denial notice by now but didnt receive as of yet.

As far as I think, since by the time I had applied my ead had already expired(not i20), they might have denied it.

In any case, i wanted to know what are my options after i receive denial notice. As far as i know i need to file mtr but is there any procedure for doing so? Also what are my chances that it will be approved supposing the above scenario is the case witb me
