Above answers by others are true. Canada allows F1 to H1B (1st time stamping) or renewals. Mexico allows same visa category renewals. (H4 to 1st time H1B stamping is allowed in Mexico) - provided candidate already got H4 stamping in passport (expired is fine too). Both H1B & H4 comes under same H Visa Category.
