I 140 approved and H1B cab extension

I have approved I 140 on 09/2012, and I went back to India on 05/17, and changed the employer at India. Now, I would  like to apply H1B cab exempt using old I 140 approval. Not sure if this is possible. Kindly suggest how do I proceed this using I 140 approval and seek H1B Cab exempt petition.

Find a H1 sponsor who will file for you. Using proof of the I-140 approval, your company can get a 3 year petition approved.

Can a person get 3 year extension approved, on basis of i140 from India, irrespective of how many years they have spent on the original H1B visa?
