Due to some internal changes at the company, it is taking a lot of time to generate client letter. So the transfer has been filed with just SOW and no client letter. My question is, does the chances of receiving RFE increase without client letter for transfers? Thanks!

I have an additional question, The client cannot provide a client letter at this moment for various reasons but can provide it in a few months. The vendor wants to transfer my H1B as their internal employee (SOW) . During this period, I would be at the client site and would receive knowledge transfer and vendor would carry out the location amendment with client letter once the client provides it. Does this sound legit? Please let me know if i can provide more information.
