First OPT denied, Eligibility for Second OPT

Hi all, 

My OPT application under my first masters program was denied due to late submission. I went back to India and now I'm back in the US (under another F1) pursing a certificate course that allows for OPT. Will I be eligible to apply or the fact that I already applied and it got denied during my first degree affect my application?
