F2 to F1 visa stamping

Hi There,

I came to USA on F2 visa in 2018 Aug, now I’m planing to convert from f2 to F1 and also I have received I-20 from the university for the Fall 2019 and I’m in confusion about where to go for F1 visa stamping

Please suggest me the best option:

1. Going to Canada/Mexico for stamping Or,

2. Back to home country (India) to get stamped

on different note, what are the chances of canceling the F2 visa when they deny F1 during visa interview. Are there any similar cases within last few months either in India/Canada/Mexico.
