H1B Expired and looking for renewal

Hi,

I have H1B and stamped in Dec 2014 from X company in India. With this VISA i never traveled to US. VISA and Petition both are expired on Sep 2017. 

Is it possible to renew the VISA with a Valid petition or as it is expired almost 20 months back, i need to go for new application with lottery process and all?

Kindly provide your valuable input on the same.
