Travel on H4 when H1 is approved but not stamped

Hi,

My wife’s H4 is valid till June 2020. She got her H1 approved from Oct 2018 but she lost her job in Dec 2018. She needs to travel to outside USA for some emergency. Can she travel back to US on valid H4 stamped and later file for COS to H1 in USA? Please advise.
