H1B withdrawal requested on March 5th and I'm currently in India and have a valid visa till Sep 2021. Is my visa still valid?

My employer A has sent a request for H1B withdrawal to USCIS and I'm currently in India and never worked on this H1B. I have a valid visa till Sep 2021. I have worked on H1B for employer B from Oct 2016 to May 2018 earlier and was out of country from May 2018. Am I still eligible for H1B transfer with new employer and will I come under cap-exempt? 

Also do I need to go for stamping again?

Please advise.
