H1-B Cap exempt and stamping

Hi, 

I have a question on my Husband's Visa issue.

My husband applied for extension in April 2018 and it passed his 240 days for the extension, so he travelled back to India 15 days back. Now he got his extension approved till April 21 2019(as his 6 yrs max out is till that time).
Now his company's Immigration team specifying as he got less amount of time on his approval, he can't travel (he has to get VISA stamped) and his i140 approved after he filled for extension. Right now i am on my own H1. any suggestions on how he can be back to USA soon?

i am looking for working options with his i140 options. and fastest one

1) convert to h4, come US , apply h1 cap exempt and get it approved

2) apply h1 cap exempt from india and get it approved
