xTDx Posted February 25, 2019 Report Posted February 25, 2019 They are not related. PERM is filed to Dept of Labour. H1b amendment is filed with USCIS. You do not have to be in any immigration status for PERM to be filed on your behalf. You can be anywhere in the world while PERM is filed for you.
