h1b transfer while another is pending

Hi,

Here is my current status.

- I work for company A

- I accepted an offer from company B 2 months ago. Company B had started h1b transfer and it is now pending. I am still working for company A as the transfer not approved. 

- I received an offer from company C last Friday.

My question:

Can I accept company C offer and decline company's B 's offer and request company B to withdraw the transfer?

Company C will start another transfer for me. Any impact to the transfer of A to C if transfer of A to B had been submitted?

Regarding impacts maybe they just want to do background check and wait for other petitions to finish...

Just my opinion. I am not an expert or attorney..
