PERM without employment

Good Morning,

here is my situation, my old client (worked through a different vendor) contacted me to join them on FTE. I have no I140, and they are saying they need 2.5 years in my H1 to initiate a transfer considering all the Perm and I140 process. Is that true that employer needs 2.5 years for that process and if so can they start the PERM process without me in their employment?
