H1 amendent denied as contractor can I apply for transfer thru prime vendor

Hi All,

This is my current situtation.

My H1 got picked last year 2017 and got approved this year jan 2018. It was approved for an year until jan 2019. And in the febraury 2019 I started working for a new client so my employer filed amendment for change in location and client. we got an RFE for Employer employee relationship. I am currently working in EVC model ( to be precise its client->implementation->vendor->consultancy). we provided the vendor and implementation partner letters and sow between implementation and end client. Please help me answer below questions.

1) can I apply to visa transfer with vendor?

2) can I apply to visa transfer with implementation partner?

3) for the above 2 questions which has the more chances of approval?

4)I still dint get my H1 stamped.so do I need to travel and get H1 stamped and come back after visa transfer?

5) can my current employer apply new petition for the same client and same position and address denial? what are the chances of this gettin approved?

6) In how many days should I do all these?
