Can I apply for PFL during Visa extension

Hello,

My Visa extension application was filed in Feb 2018, and it came back for an RFE. Now the USCIS date for response is May 22, 2018.

I'm 8 months pregnant, and I have completed my one year with my current employer.

Can I go ahead and file for California PFL, while we're still in the process of responding to the RFE?
