SEVIS COMPLETED - STEM OPT STILL VALID

I am currently on STEM OPT.  My initial OPT ended on 5th July, 2017 but as my H-1B got picked last year (2017), when I applied for STEM OPT, my STEM OPT start date changed to 1st October due to cap gap. 

While my H-1b was still pending, My STEM OPT got approved and since October 1st, I am working on STEM OPT.  Now in February, 2018, My pending H-1B got denied.  Today I got an email from University that “my SEVIS got completed” in February as my H-1B got denied.  Any idea what can be done in this case?

Why my “SEVIS got completed” even when I have approved STEM OPT with validity up to September, 2019. ?
