Can the employer who holds H1B visa and the employer who file Green Card for that employee different?

I am working for company A and it holds my H1B visa. 
Can some other employer for whom I am not working, can file my Green Card? 

So basically the company who file Green Card should be necessary to be a company who holds H1B visa?

Of course. H1 and GC are independent. However, given that it can take a long time for the GC, there may be a question why you aren't working in the job of the GC employer, if they need somebody so much that they file a GC for that person.
