F1 visa holder on OPT can sponsor her kid for F2 dependent?

Dear Experts,

I need help with a suggestion:

My Sister is here in the U.S.A on F1 Visa, finished her Masters and currently on her 2nd month of OPT, not employed yet. Her family is in india and she wants to bring her 4 year old son 
for a couple of months in this summer. My parents can provide all financial support for my sister and her son while they are in U.S.

Can my sister or my parents sponsor the kid to come here on dependent visa?  Also, I am on H1B and can sponsor him to come here on a B2/visitor visa.

Can we do either of these? If so, which would have better chances of getting visa?   If visa is approved, the kid will be travelling with my parents who already have a B2 visa.

The child would need a B2 visa.

Try getting visiting visa don't apply for dependent visa as F2 visa got more chances of denial as she is not employed in her OPT.
