COS To H4 Pending Can I apply for Concurrent Premium filing along with Spouse H1

I have recently filed for change of status from H1 to H4 and is not approved yet. 

Meanwhile my spouse H1 is due for renewal in August. Can my spouse concurrently file in premium for my H4 along with her H1 while my H4 is still pending or do i need to wait until my H4 is approved to file for my extension.

 

Any pointers or help is greatly Appreciated.
